-I see 39 a lot since then. 39 is a multiple of 3, and 3 means completion.
-3x3=9
-9 means completion too.

The Bible does not indicate that Jesus was whipped 39 times. He was scourged by Roman soldiers not Jews. Paul was whipped by Jews 39 times because it was the Jewish law -- not Roman law. Roman law allowed soldiers to whip until tired or told to stop.
